Preamble: This Liber establishes the methodological and regulatory framework for replacing static, periodic asset appraisals with continuous, cryptographically verified telemetry. It ensures that the valuation and risk profiling of tokenized Real-World Assets (RWAs) dynamically reflect their real-time physical and operational state, maintaining strict alignment with international prudential capital requirements.
Substitution of Static Appraisals with Continuous Telemetry
The traditional model of real estate and collateral valuation, historically reliant on static, periodic (e.g., annual or semi-annual) audits, is hereby superseded by the Dynamic Prudential Valuation Framework (DPVF).
The DPVF operates via the continuous, automated ingestion of immutable geospatial data (e.g., via Google Earth Engine), IoT telemetry, and confidential computing analytics. Any material variation in the physical, structural, or environmental state of the underlying asset detected by the system shall trigger an automatic, cryptographically signed update of the asset’s Prudential Risk Rating Bridge (PRRB).
Regulatory Alignment with Basel Accords (SCO60) and MiCA
Financial entities and issuing institutions utilizing the PTVS standard shall apply the real-time risk mitigation factor derived from the APRIS module (PTVS-RFC-002). This dynamic adjustment satisfies the risk exposure and capital adequacy requirements of the Basel Committee on Banking Supervision (BCBS SCO60: Prudential treatment of cryptoasset exposures) and the safeguarding mandates of MiCA (Arts. 36 & 46).
Through continuous monitoring and the automated execution of liquidity circuits (e.g., Yield Gating or dynamic Loan-to-Value (LTV) recalibration), entities are exempted from maintaining excessive, static overcollateralization buffers. The risk is actively mitigated through continuous, legally valid cryptographic forensic proofs, optimizing capital efficiency without compromising institutional safety.
Oracle Auditability and Data Integrity
To ensure the reliability of the DPVF, all telemetry data ingestion and PRRB recalculation processes must be logged in an immutable, append-only registry (Layer 0 Physical Reality).
Any algorithmic valuation adjustment must be traceable to its originating forensic data source and, where material thresholds are crossed, must be co-signed or validated by a Prop Trust Certified Expert (PTCE) to maintain the chain of legal admissibility and prevent algorithmic manipulation.
